FSSAI Annual Return Filing
All Food Business Operators (FBOs) holding an FSSAI State License or Central License are required to file an Annual Return in Form D-1 by 31st May of every year. Non-filing attracts a penalty of ₹100 per day under the Food Safety and Standards Act, 2006. FBOs with only a Basic FSSAI Registration (14-digit) are exempt from this filing.
About FSSAI Annual Return
The FSSAI Annual Return (Form D-1) is a mandatory compliance document filed on the FSSAI FoSCoS portal, reporting the quantities of food products manufactured, processed, imported, or exported during the preceding financial year. This data helps FSSAI track food safety compliance, plan inspections, and assess the scale of food operations across India.
Who Must File the Annual Return?
- All FBOs holding a State FSSAI License (turnover ₹12L to ₹20Cr).
- All FBOs holding a Central FSSAI License (turnover above ₹20Cr, importers, exporters).
- Note: FBOs with only a Basic FSSAI Registration (turnover below ₹12 lakhs) are exempt from the annual return requirement.
Details Required for Annual Return (Form D-1)
- FSSAI License number and business name.
- Category-wise details of food products manufactured, processed, stored, imported, or exported.
- Quantity (in metric tonnes/liters) of each food category during the financial year.
- Details of raw materials used in manufacturing.
- Details of packaging materials used.
- Any changes in the premises, equipment, or products during the year.
- Turnover from food business during the year.
Filing Process
- Log in to the FSSAI FoSCoS portal (foscos.fssai.gov.in) using the FBO credentials.
- Navigate to the Annual Return section and select Form D-1.
- Fill in product-wise quantity details for the April–March financial year.
- Review and submit the Form D-1 before 31st May.
- Download the acknowledgment for records.
Penalty for Non-Compliance
- Failure to file by 31st May: ₹100 per day until the date of filing.
- False information in the annual return: Action under Section 63 of the FSS Act — imprisonment up to 6 months and/or fine up to ₹2 lakhs.
- Repeated non-compliance may result in suspension or cancellation of FSSAI License.
