FSSAI License (State & Central)
An FSSAI License (as opposed to Basic Registration) is required for medium to large food business operators. There are two categories: State FSSAI License for medium-sized businesses and Central FSSAI License for large-scale, multi-state, or import/export food businesses.
State FSSAI License
- For FBOs with annual turnover between ₹12 Lakhs and ₹20 Crores.
- Issued by the State Food Safety Department / Commissioner of Food Safety.
- Applicable for medium-sized manufacturers, processors, and food service establishments.
- Required for hotels with 5 or more floors or 100+ seating capacity.
Central FSSAI License
- For FBOs with annual turnover above ₹20 Crores.
- For importers of food products into India — mandatory regardless of turnover.
- For exporters of food products with APEDA/EIC involvement.
- For food businesses in Central Government premises (airports, railways, defence).
- For multi-state food businesses operating in more than one state.
Documents Required
- Form B — FSSAI License Application Form.
- Blueprint/layout plan of the food processing or manufacturing area.
- List of equipment and machinery with capacity and make.
- List of food products with category and manufacturing process details.
- Water analysis report from a recognized laboratory.
- Medical fitness certificates of all food handlers.
- NOC from local municipal authority or pollution control board.
- Recall plan for food products (for manufacturing licenses).
License Process
- Apply on the FSSAI FoSCoS portal under the appropriate license category.
- Fill in Form B with all required details and upload supporting documents.
- Pay the prescribed license fee based on the license type and validity period.
- FSSAI Designated Officer schedules a premises inspection.
- Inspection conducted — compliance report submitted by the Designated Officer.
- FSSAI License issued upon satisfactory inspection and document verification.
Timeline
Approximately 30–60 working days depending on the license type and state.
